What is a Permanent Resident Card?

A permanent resident card is a immigrant visa to the United States of America also popularly known as a Green Card due to its green color. It allows foreign nationals to legally live, study and in the US and to enter and leave the United States freely. Permanent Resident card holders receive healthcare, education, and other benefits, and they can sponsor their relatives for permanent resident Cards too. Permanent residents are people who have been granted the right to live and work in the United States of America on a permanent basis. A Permanent Resident card is the proof of that status.

The Green Card Lottery program is the popular name for the Diversity Visa Immigrant Lottery Program that is administered by the United States Department of State. This immigration program makes available permanent residence visas to foreign nationals that meet certain requirements. Winners of the DV lottery are chosen randomly in a computer drawing that is conducted by the United States Department of State.

Who is allowed to participate in the DV2025 Lottery?

The DV2025 lottery is intended to diversify the American population and provide immigration opportunities for people from countries that only send a small number of immigrants to the United States of America. The INA law clearly states that no permanent resident cards shall be provided to people born in countries with “high-admission” immigration rates to the United States. The law states that people born in countries from which a total of 50,000 people in the Family-Sponsored and Employment-Based visa categories immigrated to the United States the past five years are not eligible to apply in the DV2025 lottery. Note, the list of countries whose natives are not eligible may change from one year to the next.

It is a fact that each year millions of registered applications are disqualified for due to errors in their applications or their photos not meeting the strict requirements. How many Diversity visas are distributed to each country?

The Diversity Lottery Visas are distributed to six geographic regions that basically are 6 of the 7 continents, i.e. Antarctica is excluded as no people live there on a permanent basis. The greatest number of Diversity Lottery visas go to the continents with the lowest rate of immigration to the United States, and countries sending more than 55,000 immigrants to the U.S. in the past five years will have no visas allocated. No country can obtain more than seven percent of all the available Diversity Lottery Visas in a single year.

Can I participate in DV2025 if I live in the US?

Yes, applicants may be in the United States or any another country when they apply for the DV2025 lottery. The application can be submitted from the United States or from any country abroad.

Can a husband and a wife submit a separate application each?

Yes, a husband and a wife can submit one application each. If either the husbands or the spouses application are selected, the other would also be entitled to a permanent resident card. If you are married, you can double your chances of getting selected by submitting one application each and listing each other as spouses. Or you can save a little money on the administrative fee and use the husband/wife application registration plan that does the same for 20 percent less money.

If I win, does my family have to travel with me?

No. Just because your family members are listed on your DV2025 lottery application does not mean that they later must travel with you if you get selected. They can remain behind if they chose to. If you did include an eligible dependent on your diversity visa lottery application form whom you failed to include on your original application, your case will be disqualified.

Will I be informed that I was selected if I win?

No. It is the applicants responsibility to check on-line them self if they were selected in the DV2025 lottery after May 8, 2025. The Kentucky Consular Center in Williamsburg will use a computer to randomly select entries from among all the applications received for the DV2025 lottery for each valid Continent. Within each Continent, the entries received during the DV2025 lottery registration window will all have an equal chance of being selected. When an application has been selected, that application will get a winner notification attached to it and when the applicant checks on-line for their winner status they will see the winner notification.

Important Note: Notifications to those selected in the random lottery are not sent by postal mail or e-mail. Official notifications of selection are only posted on-line by the Kentucky Consular Center in Williamsburg only.
