in that context it seems like he's saying "You're telling me." which is sarcasm. he well knows that the neighborhood has a bunch a criminals better than the cop would know and he finds it funny that the cop is the one telling him that.

yes that is a correct interpretation of the phrase if that is the case. "Tell me something I don't know" is similar here with "you tell me."
