How do I move the toolbar with home icon search and tabs back to the top of my browser app?

All I'm trying to do is get the little bar that shows up when I scroll up to go back to being on the top, it contains the icon to switch between all my open tabs it has the magnifying glass search in the center and the home button all the way on the left....

I'm trying to find out the same thing. Over the weekend somehow it moved to the bottom and 8s very annoyed and and inconvenient

Found it. Follow these instruction.

And make sure to "force stop" the chrome in app setting in order to fully restart chrome
